The Frank R. Bowerman Landfill is one of the largest municipal solid waste landfills in the United States, spanning approximately 725 acres in the Irvine hillside and permitted for a maximum of 11,500 tons per day. Verdantas provided comprehensive Design, Construction Management (CM), and Construction Quality Assurance (CQA) services across multiple major capital projects, including landslide remediation, cell expansions, and critical infrastructure improvements.
East Flank Landslide Remediation
Verdantas performed geotechnical investigations, design, bid document preparation, and construction‑phase support for a large‑scale, $30 million remediation effort to stabilize a 60‑acre landslide complex. Work included hydrology and hydraulic calculations, soils processing plans, stockpile planning, and full plan and specification development. Verdantas assisted with CEQA documentation and resource agency permitting and provided CQA services during construction, which included 7.8 million cubic yards of earthwork; installation of over 40,000 linear feet of horizontal drains; buttresses and stabilization fills; and construction of stormwater basins and channels.
The project received the CMAA Outstanding Project of the Year Award.
Phase VIIIB‑1, VIIIB‑2, and VIIIC Cell Expansions
Verdantas delivered CM/CQA services for three major cell expansion projects totaling 58 acres of composite liner across canyon bottom and side‑slope areas, with a combined construction value of $52 million. Services included geologic mapping, monitoring of 6.9 million cubic yards of earthwork, testing and processing of low‑permeability soil, geosynthetics QA for 4.8 million square feet of liner, and oversight of leachate collection and removal system (LCRS) installation, protective soil cover placement, and new drainage structures.
Infrastructure Improvements
Verdantas provided CM/CQA services for multiple infrastructure upgrades across the landfill, including improvements at the Bee Canyon Greenery composting facility, stormwater basins and channels, wetlands basin, access roads, stockpile areas, pavement improvements, scale house enhancements, emergency repair work, and landfill gas system upgrades. Verdantas also supported installation of inclinometers, piezometers, monitoring wells, and landfill gas probes to enhance long‑term monitoring and operational performance.
